2026年7月28日，商务部部长王文涛与英国新任商贸大臣雷诺兹举行视频通话，就中英经贸关系交换意见。

王文涛祝贺雷诺兹履新，表示愿充分发挥中英经贸联委会机制作用，促进中英经贸关系健康发展。中方愿与英方做大合作蛋糕，加强在服务贸易、绿色转型、可再生能源等领域合作，推动双边贸易向上向前平衡，维护以世贸组织为核心的多边贸易体制。中方高度关注英钢国有化问题，敦促英方遵守相关国际规则，切实履行中英投资保护协定有关义务，审慎稳妥解决此事，为在英中资企业营造良好营商环境。

雷诺兹表示，良好的英中经贸关系将造福双方企业和民众。英方赞同中方关于推动双边贸易向上向前平衡的理念，期待与中方深化服务贸易、气候变化、人工智能等领域务实合作，加强在世贸组织的协调合作。英方理解和重视中方对英钢问题的关切，将根据相关法律聘请第三方评估机构进行独立评估，英方将严格遵守相关评估结果并予以合理补偿，不希望因此事影响英中经贸关系大局。

此前，2026年7月18日，外交部发言人就英钢国有化问题答记者问。

记者问：据报道，英国政府16日宣布，依据《钢铁产业（国有化）法案》已将英国钢铁公司国有化，接管这家此前由中国敬业集团控股的企业，并将通过次级立法建立赔偿机制，独立评估赔偿事宜。英首相斯塔默称，该决定保障了英国钢铁业的未来，保护了技术型就业岗位。中方对此有何评论？

外交部答：中国商务部已作出回应，你可以查阅。我想强调的是，此事已引起中国民众高度关注。英方如何处理此事将直接影响中国投资者对英投资环境的看法，影响中国民众对英国政府信誉的看法。中英签有投资保护协定，投资者的正当合法权益必须依法得到充分保障。中方敦促英方切实尊重市场原则和契约精神，找到包括如何赔偿等双方都能接受的解决方案。中方支持企业运用法律手段维权，正密切关注事件进展，必要时将采取维权措施。

据悉，7月16日，英国政府宣布已通过相关立法，将中国敬业集团旗下的英国钢铁公司国有化，剥夺了中国敬业集团对该企业的控制权、管理权及收益权。

关于英国政府将敬业钢铁有限公司（以下简称"敬业"）旗下英国钢铁有限公司（以下简称"英钢"）强行收归国有、非法征收一事，敬业郑重声明如下：

In relation to the UK Government’s compulsory nationalisation and unlawful expropriation of British Steel Limited (‘British Steel’), a subsidiary of Jingye Steel Co., Ltd. (‘Jingye’), Jingye hereby issues the following formal statement:

一、敬业对英钢及英国钢铁工业贡献巨大

I. Jingye’s Significant Contribution to British Steel and the UK Steel Industry

2020年，英钢濒临破产，敬业施以援手，依法收购英钢，挽救百年钢企于危难。收购后仅一年，敬业通过内部改革与运营优化，随即实现扭亏为盈。五年间，敬业持续投入巨额资金，升级装备，革新技术，足额纳税，为当地创造数万个就业岗位，带动社区及相关产业蓬勃发展。先后历经疫情冲击、英国脱欧、俄乌战争及通胀飙升等重大考验，敬业始终恪守承诺，捐赠物资与员工共克时艰，稳定运营确保薪酬足额发放——不裁一员，不欠一薪，一诺千金。敬业以切实行动，为英钢存续发展和英国钢铁工业振兴作出巨大贡献。

In 2020, when British Steel was on the brink of insolvency, Jingye stepped in and lawfully acquired the company, rescuing one of Britain’s most historic steelmakers from imminent collapse. Within one year of the acquisition, Jingye restored British Steel to profitability through internal reform and operational optimisation.

Over the following five years, Jingye continued to invest substantial capital in modernising equipment, advancing technology and strengthening British Steel’s operational capabilities. Jingye fulfilled its tax obligations in full, created tens of thousands of jobs in the local economy, supported local communities and contributed to the development of the wider industrial supply chain.

Throughout a series of unprecedented challenges, including the COVID-19 pandemic, Brexit, the Russia–Ukraine conflict and sharply rising inflation, Jingye consistently honoured its commitments, donated essential supplies and stood alongside its employees through difficult times, maintaining stable operations to ensure that wages were paid in full and on time—without making a single compulsory redundancy and without missing a single wage payment. Jingye’s word is its bond.

Through its tangible actions, Jingye has made a substantial contribution to the survival and continued development of British Steel and to the revitalisation of the UK steel industry.

二、英国政府背信弃义强吞敬业资产，践踏法治终食苦果

II. The UK Government Has Reneged on Its Commitments, Unlawfully Expropriated Jingye’s Assets and Undermined the Rule of Law—Ultimately to Its Own Detriment

自敬业收购英钢后，英国政府从“承诺共同投入”到“拒不兑现”，从“强行接管”到“全面国有化”，承诺尽毁，法则尽踏，背信弃义，昭然若揭。英方罔顾敬业的持续投资及所做的巨大贡献，仅愿提供几乎为零的补偿。

Since Jingye’s acquisition of British Steel, the UK Government has moved from promising joint investment to refusing to honour that commitment, and from compulsory takeover to full nationalisation. In doing so, it has abandoned its pledges, disregarded established legal principles and acted in manifest breach of good faith. The UK Government has disregarded Jingye’s sustained investment and substantial contribution, while indicating that it is prepared to offer little, if any, meaningful compensation.

损人者必将害己，失信者必遭反噬。据英国国家审计署报告，截至2026年1月底，英国政府为英钢运营已耗资3.77亿英镑，预计6月底将超过6亿英镑，到2028年支出可能会超过15亿英镑。

Those who harm others ultimately harm themselves, and those who break trust must ultimately bear the consequences. According to a report by the National Audit Office (NAO), by the end of January 2026, the UK Government had already spent £377 million on its intervention in British Steel. This figure was expected to exceed £600 million by the end of June 2026 and could exceed £1.5 billion by 2028.

英国政府此举是赤裸裸的强取豪夺，更是对国际法治的公然践踏。英国政府今日对敬业所做的一切，毁掉的是自身信誉，寒的是全球投资者的心，葬送的是其作为法治国家的立身之本。法治已然沦丧至此，谁还敢继续投资英国？

The UK Government’s actions constitute the outright and unlawful expropriation of private assets and a flagrant violation of the principles underpinning international law and the rule of law. Through its actions against Jingye, the UK Government has irreparably damaged its own credibility, severely undermined global investor confidence and eroded the very foundations of its standing as a country governed by the rule of law.

If the rule of law can be disregarded to such an extent, serious questions inevitably arise as to whether the United Kingdom remains a stable, predictable and legally secure destination for international investment.

三、敬业保留一切法律权利，坚定捍卫合法权益，依法追偿到底

III. Jingye Reserves All Legal Rights, Will Resolutely Defend Its Lawful Rights and Interests, and Pursue Full Recovery Through All Available Legal Means

法治不容践踏，契约精神不容亵渎。敬业正告英国政府：

The rule of law must not be violated, and the sanctity of contractual commitments must not be undermined. Jingye hereby makes the following formal statement to the UK Government:

1、立即停止以国内法践踏国际投资规则的行径，及时、充分、有效赔偿敬业全部投资损失。

1. Immediately cease using domestic law to override or circumvent international investment rules, and provide prompt, adequate and effective compensation for all losses suffered by Jingye in respect of its investment.

2、敬业所有投入笔笔有据可查，必将悉数追偿，分毫不让。敬业已依据相关双边投资协定启动磋商程序，保留包括国际仲裁在内的一切法律权利，绝不妥协。

2. Every element of Jingye’s investment is meticulously documented and fully verifiable. Jingye will pursue full recovery of all amounts lawfully due to it, without concession. Jingye has already initiated consultation procedures pursuant to the applicable bilateral investment treaty and expressly reserves all legal rights and remedies available to it, including the right to commence international arbitration proceedings. Jingye will not compromise in the defence of its lawful rights and interests.

3、敬业代表英国纳税人权益，就英国政府在毫无准备且无经营方案的情况下仓促接管英钢，致使纳税人资金与公司经营双双遭受重大损失的事实，依法追究相关政府官员及英钢管理层的法律责任。

3. In the interests of UK taxpayers, Jingye will pursue all appropriate legal avenues to hold the relevant government officials and members of British Steel’s management legally accountable for their respective roles in the hasty takeover of British Steel. That takeover was carried out without adequate preparation or a viable operating plan and has resulted in substantial losses to the public purse and serious harm to the company’s operations.
